India-US Defence Deal: Rajnath Singh Meets Pete Hegseth in Philippines, Reviews Military Cooperation

28 October 2026 | India and the United States have reviewed progress under their 10-year defence cooperation framework, with both countries looking to deepen collaboration in military technology, information sharing and joint production of defence equipment.

Indian Defence Minister Rajnath Singh met US Secretary of War Pete Hegseth in Cebu, Philippines, on the sidelines of the 13th ASEAN Defence Ministers’ Meeting-Plus (ADMM-Plus). The discussions covered the progress made under the bilateral framework and opportunities to strengthen strategic cooperation amid changing regional security challenges.

India-US Defence Framework Under Review

Following the meeting, Rajnath Singh said the two sides had reviewed the progress of their 10-year defence framework. He highlighted cooperation in military technology, information sharing and the joint production of defence equipment.

Singh also described the India-US partnership as an important foundation for maintaining a free, open and secure Indo-Pacific region.

Hegseth said the two countries had marked the first anniversary of their major defence partnership framework and discussed ways to expand cooperation further.

The latest review reflects both countries’ efforts to translate their strategic partnership into practical cooperation across defence capabilities and emerging technologies.

What Does the 10-Year Defence Framework Cover?

The latest India-US Defence Framework was signed on 31 October 2025 by Rajnath Singh and Pete Hegseth. It sets out a broad direction for defence cooperation over the following decade.

The agreement builds on earlier frameworks signed in 2005 and 2015. The renewed arrangement aims to strengthen defence ties and create opportunities for deeper collaboration between the two countries.

Key areas include military technology, information sharing, defence innovation and the joint development and production of military equipment.

Both sides have also supported initiatives such as INDUS-X, which promotes collaboration between Indian and American defence companies, start-ups, researchers and investors.

Technology and Joint Production in Focus

A major area of cooperation is the development and production of advanced defence technologies. The two countries have explored opportunities involving military hardware, artificial intelligence, intelligence, surveillance and reconnaissance systems, and ammunition.

Greater cooperation in these areas could help strengthen industrial partnerships and expand access to defence technologies. However, the actual outcome will depend on individual projects, agreements and their implementation.

Information sharing is another important component, particularly as both countries work to improve coordination and respond to emerging security concerns.

Indo-Pacific Security and Regional Cooperation

The meeting took place during the 13th ASEAN Defence Ministers’ Meeting-Plus in Cebu, which brings together ASEAN countries and eight dialogue partners, including India, the United States, China, Japan, Russia, Australia, South Korea and New Zealand.

The forum provides a platform for discussions on regional security, maritime cooperation, counter-terrorism and other shared challenges.

For India and the United States, the Indo-Pacific remains an important area of strategic engagement. Both countries have expressed support for a region that is free, open and secure, while continuing to develop their defence relationship.

What Happens Next?

The review of the 10-year framework provides an opportunity for both countries to assess progress and identify areas where cooperation can be expanded. Future developments are likely to depend on the implementation of agreed initiatives, technology partnerships and specific defence production projects.

While the latest meeting reaffirmed the importance of the bilateral partnership, the practical impact of the framework will become clearer as individual programmes move forward.

The discussions in the Philippines therefore represent another step in India-US defence engagement, with technology, information sharing, joint production and regional security remaining central priorities.
